system tech antispyware and antivirus and still have virus!?

I have a bad virus on my computer it's called Anit Virus PLus, I can't restore my computer because it blocks my dvd drive and I can't log on to the internet, I ran this program system tech that I got from target and I s till have the virus on there, when I restart it's on my desktop and I get non stop pop ads asking me to sign up for their anti virus, is there anything I can do?
I suck at computer stuff:( can I just buy a program to do all this for me?
