back in the day there was no real difference. arcade games just used a crt monitor like everything else.

nowadays, i imagine they use LCDs, but they would still be the same basic technology as consumer desktop monitors. though they probably have very fast refresh rates. also the colors are probably turned way up so it appears vivid and bright.
