Domain Art

When does the right to reproduce a piece of visual art enter the public domain?
For example, when can an image of a painting be reproduced/altered/reused without having to obtain permission from the copyright owner? Is it a certain amount of time after the death of the artist? Is it *never*?
The piece becomes "public domain" seventy years after it's creation, unless the artist or his estate renews the copyright. A piece of art can only have it's copyright renewed once.
