Did a disk cleanup /desfragmenter, internet and downloads are really slow?

when i try to download something it says ive timed out.
i ran a spyware and virus scan and i have none
it says i have 73%/40.86 gb free space so it says i dont i need to defrag. again.
i didnt do ne thing unsual before my internet started running slow except do a disk clean up
