QuickBooks Database Is Not Accessing in Multi-User Mode

I want to set up a multi user wifi for a complex of about 1600 + units and charge the residents for access and I want to know how I would go about investing in a service that would provide a higher banwith for me to be able to do so? Also what kind of equiptment would I need for an area of abour 200 acres, with individual user access to wifi w/o having to share with non residents being able to have access ?
